Hi! I have various questions:
1 How can I change the name of my blog?
2 How can I turn it from a blog into a website, and what is the annual charge?
3 How can I make an entry on the “Home” tab?
4 After it’s turned into a website, how can I remove the search and meta functions from each page? thank you!

You can change the title of your blog via your Settings -> General page.

By default, your “Home” page is your posts page. If you want to remove the error message from your home page, you can do so by writing a new post via your Dashboard -> Posts page.
Alternatively, you can add a static front page to your site, i.e. a welcome page, by following this guide:

Thanks for this great information! A couple of extra questions:
I would like the response and reply to disappear. Is that only possible when i create a website instead of using this as a blog?
I moved the widgets into the bottom left box, but still show share, search, archives, meta ~~~ is it possible to remove these as well?

http://en.support.wordpress.com/enable-disable-comments/Regarding your sidebar, it looks like the widgets that are being displayed currently are the default widgets for your theme. If you want to remove them, you can add an empty Text Widget to your sidebar:
