  I just want to start over again and maintain my address

  You can empty the content of your site by following these instructions. http://en.support.wordpress.com/empty-site/

  Just remember that once entirely deleted, it’s gone forever.

  well if you dont have much post then you can edit the content and update it(remember here you need to use redirect option).

  Or else if you want to do from scratch then go for empty-site option.

  Not sure what you mean by this; the OP can delete their current content to maintain their current address by following the Support doc I referred them to.

  Please be aware that you are posting in the support forum for hosted WordPress.com, not the standalone WP software. We do not have here all the same functionality as the standalone WP software.
