How can I upload the plugin Google sitemap generator from my PC to my blog. I can’t find the plugin directory.

We do not have plugins at wordpress.com
If you have a wordpress.com blog and not software that you downloaded form http://wordpress.org then I”m sorry to say that you cannot have this feature on your blog here. http://faq.wordpress.com/2005/10/27/can-i-upload-my-own-plugins/
