How can I use a blog name that's been de-activated?

I want to change my site name to cyanskies but it’s a name that’s already taken. However it’s been inactive for YEARS. If you look up cyanskies.wordpress.com you’ll see that with the following message:
“The page you are looking for does not exist; it may have been moved, or removed altogether. You might want to try the search function.”
Will this be in effect FOREVER? I feel it’s rather unfair that a name was chosen and now not in use, barring others from taking it. When I first joined wordpress.com, I made a serious mistake in my chosen blog name (I was new to blogging). I know that I can change it now but the options are limited. I own the domain name “cyanskies.com” but I would also like to match it to WordPress.com.
Is there ANYTHING that can be done about this?

No.
Addresses (URLs) for blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over the address of a blog that was previously owned and deleted by its original/previous owner. Please do not submit support requests asking us to do this.

But:
Fortunately, there is a nearly infinite supply of unused blog addresses – so our policy should not limit your address selection significantly. You can also register a custom domain for use with your blog so that the original ‘wordpress.com’ domain/URL is never visible to your readers.

http://cyanskies.wordpress.com/ – – is alive and well – all you need to do is contact the owner and get them to transfer the blog name to you – – however – for privacy reasons you are on your own to contact the blog owner – WordPress.COM will not give out contact info

Thank you Galois and Auxclass for your speedy and informative responses! I was not aware that WordPress will not allow someone to take over the address of a blog that was previously owned and deleted by its original owner. I won’t contact support again regarding this issue.
I have tried to contact the owner on my own but there’s just no way for me to get this info from the inactive site alone as all I get is a 404 error. There’s no contact info listed. I can’t even see any old posts to get this info.

a blog is forever here unless it is suspended for terms or service or the owner deletes it – no requirement for the blog to be used
