  You cannot use any plugins on WordPress.com. Plugins are just not supported at WordPress.com. Plugins are only for Self hosted WordPress sites. Most important functionality that gets added by using plugins are already baked into WordPress.com. You may want to learn more about plugins and WordPress.com from here.
