How can I verify the % of my upload limit that's been used?

I’m getting a message showing I’ve used up 11.8 of my 13.0 GB allowed for media upload (90%), but it doesn’t seem right. My site just renewed in June, giving me 3 GB. I also have an upgrade of an additional 10 GB that renews in February. I’ve had the site for three years and have never used up the 13 GB.
If this is correct, is my only option to upgrade to the business plan for $299? I’d rather just buy another 10 GB upgrade, but I don’t see that option.

Also, would being close to my limit affect my ability to upload images using the WordPress app? Because I haven’t been able to upload for the past couple days now.
