  I would like to make a plugin, but it seems I have to join wordpress premium. Is there any way I could just get into wordpress plugin development?

  I think you’re in the wrong place. This is the host WordPress.com and you really need the wordpress software itself. Your question is best asked in the WordPress.org support forum.
