How can my friend link our co-administered, self-hosted blog to his wp account?

I created a WordPress blog that is hosted on tl-dr.ca. I have this blog linked on my wordpress.com account as a “linked blog,” I think via Jetpack. I created the blog, but I have given my friend Administrator permissions to the blog. He wants to set up tl-dr.ca as a “linked blog” on his wordpress.com account so that he can log in to only one place, his wordpress.com account, in order to access the dashboards for tl-dr.ca and his other blog, http://dulismentorship.wordpress.com/. How can he do this?

It’s not possible to access the Dashboard for a self-hosted site via a WordPress.com account.
WordPress.com and WordPress.org are two separate entities:
http://en.support.wordpress.com/com-vs-org/Your friend will need to create a separate account on your site and log in via your custom login page, which is accessible by adding /wp-login.php to your domain.
