How can user choose there own theme

How can use choose their own skin/template/theme
I have installed more than 10 themes … i want to give the freedom to the registered user to use their own theme they want from the installed ones ..Is there a plugin or anything
pls help -
We have no plugins at wordpress.com. We are limited to choosing themes from here -> Presentation -> Themes
If we have css editing experience we can purchase a css customization upgrade and change the appearance of our themes.
If we locate a theme we like in the wordpress theme viewer http://themes.wordpress.net/ then we can send a “support” into staff during support hours including the link to it and request that it be adapted to run on wordpress.com software.

I’m sorry if this is redundant or dense… But
does all of this mean that since I am on wordpress.COM that I cannot buy a wordpress theme such as from
http://sadish.net/wordpress-themes/ or
http://wpthemeshop.com/ ??If I CAN, are there instructions somewhere for how to activate it? (This is a hopeful question, as I suspect I AM actually limited tothe list mentioned above.)

Okay. I guess this is my answer. :(
“WordPress.com is based on multi-user version of the software which does not permit uploading PHP themes or plugins. Javascript and CSS are also restricted for security reasons. What you can do on WordPress.com is blog for free.”

That’s the answer. The other alternative is to hire a web host or self host a free blog template that you can download from http://wordpress.org
