How can we show different shipping charges based on 'Town/City' in Woocommerce

  How can we show different shipping charges based on ‘Town/City’ field instead of ‘postal code’ field of checkout in woocommerce

  I am developing an eCommerce website to be used in Country Bahrain which doesn’t have postal codes. In Bahrain, the area/town is identified based on a block number. I am trying to make the website show different delivery charges based on area but Woo-commerce allows to narrow down area based on only postal codes after add shipping zone, which as mentioned is not used in Bahrain. How can I make my ecommerce site differentiate and recognize areas based on ‘Town/City’ field rather than postal/zip code to show different shipping charges on the checkout using plugin or any other way?
