  No, you don’t. There are reasons some people follow in ways that are non-public.

  Under Users on the dashboard page you can invite people as Authors, Editors, or Admins. If you just want readers and it’s not a private blog, you don’t add them. They just come and read it. You cannnot subscribe someone else to your blog.
