How can you tell when a blogger uses Custom CSS?

Hey fellow volunteers!
My question is perhaps more specifically for our CSS gurus. I need to know how to tell when someone is using Custom CSS by looking at their blog. What do I need to look for in the source code? I use the Developer Toolbar on Firefox. Anything in particular I could use to quickly find out? I’d like to know this to better answer some questions on other WordPress.com forums where I volunteer as well (namely French and Spanish).

For me, I’ve gotten so used to what the standard themes look like that I can usually tell just at a glance, but if not, I will activate firebug and take a look at what CSS files come up on the list. It is harder now since many of the new themes will put a custom background in a separate CSS file and it does the same thing if they have the sharing icons active.
Bottom line, it is much more difficult to tell.

I think it is because the background images are hosted at ImageShack, and the header looks way different than what I am used to for Greyzed. -

That’s what I normally do, except that this is the typical case of a user asking how he can do “what this other guy is doing on his blog?” I was about to tell him the “other guy” is probably using Custom CSS but I wanted to make sure first.
