  If this person’s site is on WordPress.com, please follow the DMCA process that @timethief linked to above. We cannot help with this in the forums.

  If the person’s site is not on WordPress.com there is nothing we can do about it as we have no control over sites that are not on our servers. In that case you’ll need to find out who his hosting provider is, and submit a DMCA takedown notice to them instead.
