how come my wp-admin look like this?

I can’t figure this out! I just installed wordpress on my free-hosting godaddy server
it installed without any problem. but when go to my wp-admin, the page looks incomplete or at least it doesn’t look right (see http://i43.tinypic.com/15ixok.jpg)
I want to recreate a post with photo in it.. but i can’t insert the photo. I was able to upload photo to the database though. please help. -
