How do blogs get ‘featured’?

I’m new to WP – and not sure I’m asking the right question. How do blogs appear on the homepage of WP. And how do they appear when you click on a Category Topic? Is it purely random, or by the date/time entered, number of comments, etc.?

The Category/Tag pages list blogs which have posted using that category/tag. There are some reasons blogs might be excluded including overuse of tags/cats, Mature content, or they’re brand-new and just need to wait. Otherwise, it’s just a list of all blogs that have used that tag recently, in reverse chronological order. The Featured Blog on that page is, I believe, the blog that uses that category/tag most often.
To get on the WP.com homepage, you’ve got to have a lot of hits, plus some voodoo magic that WP won’t tell us about. They put in some stuff so it shouldn’t always be the same blogs all the time, and nobody knows exactly how it works. but you DO need a lot of hits on one post.
