How do I activate an inactive text widget?

  I have been trying to add the text widget to the sidebar as I want to put a form on my blog. The text widget is currently inactive. How do I activate it?

  You have to add something in it for it to show up, I know I had the same problem

  At appearance > widgets, drag it over to the sidebar section, move it around until the grey outlined box appears and then release the mouse button.

  One note though, if you are talking about code that contains <form> tags, forms are not allowed here due to security concerns.

  What exactly are you trying to add with the form? We might have a workaround solution for you.
