I have been trying to find where i can add a file to my root directory for some time now and i am hoping that someone will be able to tell me how. thank you in advance.

Why do you need to?

If you want to add your site to Google Webmasters, then this is how you do it https://en.support.wordpress.com/webmaster-tools/ and
https://en.support.wordpress.com/verifying-your-domain-with-google/

If you want to upload files to your Media Library, then https://en.support.wordpress.com/media/media-add-new/

I want to upload an ownership file because i am selling my website, and it says put the file in the root directory.

Regardless, as @galois said, WordPress.com users don’t have access to “root files” on their WordPress.com websites. If whatever service you are trying to use doesn’t have an alternate method that can be used here, no can do.

no, i am selling my website on a site called flippa.com and they require you to verify the ownership of your website before you sell it. In order to do this they say that you have to upload a file to the root directory of your website.

If you want to sell your WordPressdotcom website, contact flippa support to find out if they have an alternate method for WordPressdotcom websites.

Again, you do not have access (FTP or otherwise) to the root directory nor can you add a meta tag to your site header on WordPressdotcom websites.

They do offer a 2nd alternative which is adding a meta tag to my websites home page how can i find my html file for my home page to insert the meta tag?

You need to ask them specifically about an alternative for a WordPressdotcom website. If they don’t have one, then you won’t be able to sell your WordPressdotcom site on flippa.
