How do I add a forum?

How do I add a forum to my blog? I keep seeing info all over the internet about plug ins I can add but seems that feature is no longer available (terrible idea to get rid of it, in my opinion) I chose WordPress because it’s supposed to be the best and most customizable but not sure that’s true anymore. I want to include a voice chat program and chat room as well as a few other things that aren’t typical to blogs but have no idea how to do it now. I gave up and deleted my page once then came back to try again. Any help is appreciated

There is no FTP access and no blogger installed plugin capability on WordPress.COM blogs. You are confusing WordPress.COM hosted sites with WordPress.ORG software installs.

One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.
