How do I add a Meta Tag or Upload an HTML File to my Blog?

  I would like to verify my site on Google Webmasters, but I don’t know how to add a Meta tag or Upload an HTML File.

  You can’t do either. Naming a Page exactly with the filename of the HTML file, Gollgle requires, works just fine. WordPress strips the dot from the URI but Google verifies it nevertheless.
