  The plugins allowed in WordPress.com are already built in. See the included plugins list here:
  https://en.support.wordpress.com/plugins/

  The plugins you find for downloading are for use on blogs powered through WordPress.org.

  You cannot ADD a plugin to a blog hosted at WordPress.com. If you are hosted at another webhost and using the WordPress.org version of WordPress, you may be able to do so. See the background documents in the reply above.
