How do I add a score or a rating to a review? I’ve written a review and I don’t know how to add a score or a rating to it.

WordPress.com sites do not allow access to plugins to add a score or rating, so it would probably be best to add the score or rating to the content of the review itself, either in the text or by uploading an image to represent the score or rating.
It is possible to install plugins on self-hosted WordPress.org sites: https://en.support.wordpress.com/com-vs-org/
If you want, you can add ratings to your own content with the Polldaddy rating shortcode: https://en.support.wordpress.com/ratings/

Plugins are not allowed on free WordPress.com sites. If you want to add a score or rating you would need to add it as regular text or an image. Would that work for you?

Then how come the official WordPress Twitter account said I’m allowed to add a score/rating to a review using PollDaddy?

You can let people rate your own content with Polldaddy, but I think what you are trying to do is add the rating or score that you are giving in your review, not ask people to rate your review, is that right?
If so, then the only way to add it on a free WordPress.com site would be as regular text or an image.
