Hi there. We can’t install any plugins on WordPress.com and there’s no upgrade that will give you that ability. http://en.support.wordpress.com/plugins/
However, according to this thread (https://en.forums.wordpress.com/topic/possible-to-use-external-trackers?replies=10#post-2269805) it does seem that you can use statcounter with WordPress.com. You’ll need to generate an embed code on that site and then insert it into your blog using a text widget.

wordpress is telling me to add under plugins, as the original poster mentioned. So something has apparently changed…
I’ve used statcounter for a long time on other sites and tried to add one yesterday… I’m having no luck.
I can’t find the plugins either..

This is WordPress.COM. We have never been able to use plugins here. If you were using plugins on other sites those sites were self-hosted WordPress.ORG sites. See here for the difference: http://en.support.wordpress.com/com-vs-org/
If you’re trying to add statcounter to a WordPress.com site you need to get the html-only embed code and insert it into a text widget.
If you’re trying to add it to a self-hosted site, please post in the WordPress.org forum for assistance as we can’t help you with that here: http://wordpress.org/support/
