How do I add a "static" top bar?

  I need to know how to add a top bar that stays at the top even when you’re scrolling down the page. For example, this wordpress page has Themes, Support, Forums, News, Features and the WordPress logo and website and they’re on a bar that stays on the screen no matter where on the page you scroll. Can someone help me?

  We wordpress.com bloggers do not have access to the template files underlying our themes on wordpress.COM hosted blogs and cannot edit them. This is a multiuser blogging platform. All blogs wearing the same theme use the same underlying template found on the live demo site for each theme.

  What theme are you using? Could you provide a link to your site?

  This is possible to achieve in certain themes with Custom CSS, available with the Premium or Business plans.
