How do i add a top bar rainbow to my wordpress?

P.S., you should know that custom CSS can only be used to change the appearance of what is already present on the screen. It cannot be used to add something that isn’t already there.

Oh my god, thanks for the clarification. I don’t have a site to show you yet but I would like to add it to all my sites. How much would you charge me for that?

Using custom CSS on WordPress.com requires our Premium Plan, but as I said above, that would only help you if your theme already has an element like that at the top that could be modified to look this way. You’d also need that plan on every site where you want this bar to appear.
The premium plan also includes support for basic CSS changes to your site, but if it turns out it’s too complex to make the change you want (again, depending on your theme), we might need to refer you to a freelance developer to help you with your changes instead. In that case the freelancer would quote you for the work you want done on your site.
A simpler option would be to select a theme that supports a custom header image, and use image editing software like Inkscape or Illustrator to make yourself a suitable image you can upload as the site header image instead:
