Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:

I want to create an app that our members can use to reserve tables at our yacht club – the app should accumulate data on reservations that can be accessed in a summary fashion. I know you do not support iframes – if there is some other way to do that, I can link to a third party app that will do what I need.
I did read afterwards the difference between org and com, so I may go that route if this does not work out. I would not do this by myself and would use wordpress to accomplish the transfer – no glitches!

It sounds as if you may need a more sophisticated reservations system than we can offer at WordPress.com.
You can create a contact form that would accept reservation requests, or you could use a theme (such as https://staydemo.wordpress.com/) that includes a contact form. However, these won’t collect data in the manner in which you may need — database format.
Take a look at those options, however, and see if they suit you. You can also create your own widget that would link to a third-party website which would manage your reservations.
If your yacht club accepts Open Tabe reservations, you can add that widget:
