Due our security practices here at WordPress.com, you cannot install third-party code directly onto your site.
However, if your Constant Contact button leads to a stand-alone signup form on their server, you can add a custom widget to your site:

Have you considered transferring over to a self-hosted version of WordPress? You might find its flexibility far more to your liking.
