How do I add links to blogroll

Hi there I went into the links to help you add link but can not find the WPAdmin to add the links. Any information you can provide with a step by step to add to add blogroll to the side bar and then add the links would be very appreciated.
The blog I need help with is: (visible only to logged in users)

You can create a Blogroll in your Dashboard http://en.support.wordpress.com/blogroll/add-a-blogroll-link/ and display it by installing the Links widget. http://en.support.wordpress.com/widgets/links-widget/
Go to http://risingmediablog.wordpress.com/wp-admin/link-manager.php
To add a new link use http://risingmediablog.wordpress.com/wp-admin/link-add.php
