How do I add new tab/section to my site

  I have four sections now and want to add a separate blog section.

  You can create and modify your blog’s navigation bar by creating a custom menu:
  http://en.support.wordpress.com/menus/

  If you’d like to create a specific “Blog” page, you can specify your posts page via your Dashboard -> Settings -> Reading page:
  http://en.support.wordpress.com/settings/reading-settings/
