How Do I add Plug-in to wordpress blog?

how do i add plug in to my wordpress blog? I am using wordpress.com as sub domain?
I tried with appearance menu but i didn’t find plug in link!
I tried with upload link but it’s not taking .zip file?So pls let me know the how do i setup the plug in for wordpress.
The blog I need help with is: (visible only to logged in users)

Plugins are feature for self-hosted/installed WordPress.org blogs, not here on WordPress.com.
