How do I add plugins?

Hi, I have created a blog but cannot find out how I could add plugins since I cannot see a section on the left-hand side pane which directs me to plugins
The blog I need help with is: (visible only to logged in users)

I’m sorry but plugins cannot be uploaded here at wordpress.com for security reasons.

Log in to your WordPress account
Click the plugins button on the left hand menu
Select ‘add new’ from the plugins menu
Select ‘upload plugin’ from the top menu
Upload the beacon-wordpress.zip from the download location
Click ‘install now’
Click ‘activate plugin’These are the instructions I received to install a different plugin, but I cant find the plugins menu

We do not yet have woocommerce as an option.
The instructions you wrote are for a self-hosted version of WordPress from http://wordpress.org. It does not apply to wordpress.com
