How do I add tags to a page?

How do I add tags to a page (rather than a post)?
I want a website, not a blog. I need drop-down menus. I find that I cannot add posts to my drop-down menus, so I add pages. Then find that I cannot tag pages. Is there a way around this?

Not so much. Tags and Categories are really meant for Posts and allow you to display those posts in different ways, including a link in your navigation bar (via a Custom Menu) to a dynamically created page that includes all the posts in a specific category.
Thinking in the long term, as you add more and more pages to your site, your site navigation will become unwieldy and confusing for any site visitor.
If you publish Posts and tag/categorize them appropriately, you can add that special link in your navigation bar for site visitors to click on.
