WooCommerce can only be used on self-hosted WordPress.org sites at present. WordPress.com does not support any eCommerce options, so if you want a fully-functional eCommerce website, I would suggest that you move to a self-hosted wordpress.org site.
I’ve read that WordPress.com is working on adding ecommerce options, but it’s unlikely to be available within this year.
