  There’s a special thread to plug your blog:
  https://en.forums.wordpress.com/topic.php?id=7101

  If you left out a word by accident and mean ‘advertise ON’ your wordpress.com blog, then that is not allowed.

  You can also do a forum search for “Hits” or “Promotion” or something like that. There are a million threads on the subject.
