How do I allow people to follow me?

The follow me button in the lower right hand corner has disappeared and now people can’t follow me, can I change this in my settings? and if so how?
The blog I need help with is: (visible only to logged in users)

Here at WordPress.COM our subscribers make the decision to act and to subscribe to our blogs. They control their own subscriptions; we don’t. They also determine how frequently they wish to receive our posts (instantly, daily, weekly, never) by email. Many choose to follow in the WordPress.COM Reader rather than by email.

If you would like a follow button to appear on the bottom right hand corner of your site for those who do not have WordPress.com accounts go to > Settings > Reading and scroll down to Follower Settings:
These settings change emails sent from your blog to followers.
Logged out users __ Show follow button to logged out users.Checking this will present a follow button to logged out users in the bottom corner of their screen.

Thanks a lot for the quick reply but I can’t find the reading and scrolling section of settings is it because I don’t have a premium account?

No. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to > Settings -> Reading

thanks, i went to the follower’s settings but it seems that the
Show follow button to logged out users tickbox with the
‘Checking this will present a follow button to logged out users in the bottom corner of their screen.’ line below it was already ticked.
Does this mean that the follow button isn’t showing for some other reason? -
You have to log out of WordPress.COM, clear your browser cache and cookies, and then visit the site while logged out in order to see it. See here: https://en.support.wordpress.com/browser-issues/
