  You cannot reactivate a deleted blog.
  http://en.support.wordpress.com/delete-site/

  Deleting a site permanently removes it and you’ll never be able to reuse its WordPress.com address

  The site linked to your username has not been deleted. It’s been inactive for quite a while and has only one post, but you should still be able to access its dashboard:
  http://domesticdialogue.wordpress.com/
