  It is highly possible to develop a custom plugin. How do I build a staging/production environment and ci/cd environment on wordpress.com?

  Is there a recommended way?

  Hi @sinho0689, for custom plugins you would need the Business Plan:
  https://wordpress.com/business

  If you mean to create your own local staging environment, you can do that too. It would just be with WordPress (the free software) rather than WordPress.com (our service).
