How do I build a website when I can't access the Gray header you alk about

  I am trying be build a website. However every time I log in I am directed to the blog Reader page and I can’t seem to get the the page that has the Gray header you talk about to create a website. I don’t get the options you talk about in your support information. Please advise me as to what I need to do. Thank you
