how do I build a wp site without connecting it to a domain

I have an active website off wordpress. And I need it to remain active while I work on my new site. What is the procedure for building a site without connecting it to a domain?
I don’t have a site with WordPress.com yet

Hi there,
You don’t need to connect to a domain to get started. WordPress.com provides a free url such as yoursite.wordpress.com . You can continue using your website while building a new one here. You can always add your domain whenever you want. You need to be in the pro plan for that though.

Ok, so I modified the wordpress site URL to contain my site name, and am now at the pro-plan purchase point. How do I then add my actual domain when I am finished?

Just so I’m sure I understand, it is your intent to set up a new site here on WordPress.com to (eventually) take the place of your existing site, yes?
If so, we recommend upgrading to the Pro Plan for now but sticking with the free “wordpress.com” site address that we assign automatically when you are first creating your site. If you move the domain now, you may risk taking your existing site down before you are ready, so we recommend waiting.
Leaving your domain on your existing site untouched will allow you to set your new site up in private until you feel that it is ready to “launch” to the world. When it is, you can contact us again (this time using the priority support options under your plan, such as live chat), and we can walk you through moving your domain at that time. This will allow for a seamless launch, so no traffic is lost.
