I understand that I cannot register an existing URL. What I need is to change (alter) an existing URL to reflect the name of the site.

It looks like you want to create two separate blogs from one existing blog. To do this you will need to create two new blogs (support doc here: http://en.support.wordpress.com/create-a-blog/#adding-new-site to-an-existing-account. If you want to change your current blog address to a new one this support doc details the process http://en.support.wordpress.com/changing-blog-address/
However. As timethief stated
You cannot register any URLs that have already been registered.
The two URLs you reference have already been taken. Since they are already registered you will be unable to use them. You will need to find a different URL. Maybe something like thetreasurymatters.wordpress.com

Hello megz114,
Thank you for the information / links provided. I now have a much better idea what can, and more importantly, cannot be done.
I take it that ideally, the URL should reflect the name of the site.

You’re welcome.
It is helpful if the URL matches your site name but it isn’t required. If you want them to be the same, try playing around with different acceptable variants of your intended site name and see what you can come up with that works as a URL and blog name.
