How do I change a follower to an author?

How do I change a follower into a user? I actually originally sent her the request to be an author (her very first request from this blog), but the system only allowed her to be a follower. I have resent the request to be an author, which seemed to go through, but it didn’t show up in her email. What did we do wrong? Any ideas?
