How Do I Change/ Add a New Home-Page without Adding to/ Changing the URL?

How do you add a new home page after accidentally deleting the default homepage (without changing the url for your homepage, for example, if I want it to stay as it’s default: http://www.website.com)?

It’s not possible to delete a Home page from any WordPress. blog. You either deleted the Hello World placeholder post and created a front page 404 (page not found error) message which will disappear after you publish a post, not a page. Or you have set a static front page and failed to create a page for you posts to display on. I can’t tell which as your blog is priavate and only Staff can view private blogs, so that’s a s much help as I can give you with this.

You can’t delete the front page but you can create a static front page.
Pages http://en.support.wordpress.com/pages/ are static and are for content that rarely changes. They sit outside of the blog structure and you cannot post to multiple pages in any blog. There is only one main page for posts http://en.support.wordpress.com/posts/ in a blog and all posts will display on the main blog page. There is no way to exclude posts from the main posts (blog) page.
The front page of the blog by default will display your posts (not pages) http://en.support.wordpress.com/post-vs-page/ in reverse chronological order, with the most recently published post on top. If you do not want all the posts to show on the front page, then you can create a static front page “Welcome” for your site and a “Blog” page for posts.
If you choose a static front page then you have to create two pages as I said above. After you do that you go to > Settings > Reading and make the designation change and click “save changes”. http://en.support.wordpress.com/pages/front-page/

Your homepage is your blog front. As timethief said, you can’t delete it: you simply deleted the sample “Hello World” post, so your front has no content to display. When you publish a new post things will be back to normal. Or do you want an intro page as your front? In that case you follow the second half of timethief’s second reply.
