Register another blog > http://en.support.wordpress.com/register-a-blog/
Export your content out of the first blog and import it into the new one.
1. Log into the old blog, go to Tools → Export, and download the XML (WXR) file to your computer.
2. In the new blog, go to > Tools → Import → WordPress, and upload the file you downloaded in step 1. After you upload the file, you can choose the option to Download & import file attachments if you want to move your media files.
Make the first blog private and use it for theme and widget testing or as a backup blog. http://en.support.wordpress.com/settings/privacy-settings/

You can learn how to change your blog name here: http://en.support.wordpress.com/changing-blog-address/
I must caution you, if there is even a remote possibility that you would want to use your current domain name again, I would recommend that you consider setting your blog to private and create a new blog with the address you want. Once you delete your site domain, you will never have access to the name again.

You really are a theft of time, aren’t you? it’s like the world around you freezes while you respond to a post. =)

Hi there,
The following is said with kindness and respect in the spirit of helpfulness. The primary reason I did not post the changing a blog address option is because the blogger’s name appears in the URL. As you have noted changing blog URLs frequently results in bloggers actually deleting them and deleting blog URLs as you know is permanent and irreversible act. People can and do change their minds about using URLs with their names in them after it’s too late.
The second reason I did not post changing a blog address option is because if every blogger had a test blog set up as a mirror blog of their main blog and actually used it for testing themes, widgets, etc., then three things would change.
- The blogger would actually learn some blogging skills by doing their own testing.
- Bloggers who later become authors and want URLs with their names in them still have the URL and can chnage the visibility to public.
- The number of support questions Volunteers and Staff deal with would go down in number.

If you want to do as I stated above then scroll down to Creating a mirror blog -
Thank you for your thorough explanation. I appreciate you patiently taking the time out to inform me, for I was wondering why the reference you provided was different. I understand now and moving forward will know under what circumstance I would recommend “registering a blog” rather than “changing a blog address”
Bless you =)

I’m so glad you appreciate the coaching. If you weren’t I might have to unleash my inner witch, rev up my electric broom and fly up your nose. *joking* :D
