How do I change my blog address?

I just signed on to a new blog but I didn’t realise what the address would be. I want to change it but when I clicked on the ‘change blog address’ button it said I didn’t have privileges to do it.
The blog I need help with is: (visible only to logged in users)

Hey there,
To change your address, you must have a custom domain. You can do this by purchasing an upgrade.Domain management is only available if you already added a custom domain to your blog.

Also, it is important to know that if you decide to delete the blog, the address will still be out there, and not be accessible to you again.

Addresses (URLs) for blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over the address of a blog that was previously owned and deleted by its original/previous owner. Please do not submit support requests asking us to do this.

No, you do not need a custom domain. http://en.support.wordpress.com/changing-blog-address/ Note that changing it is permanent and irreversible.
