How do I change my blog address using the NEW wordpress.com layout?

  How do I change my blog address? I tried following the instructions here (http://en.support.wordpress.com/changing-blog-address/) but I am unable to proceed past step 2 because WordPress has a new layout and the page referenced in step 2 is not accessible.

  The blog I need help with is: (visible only to logged in users)
