How do I change my header?

  I am having difficulty trying to change my header. The instructions at: http://en.support.wordpress.com/themes/custom-header-image/ say, “Go to Appearance -> Header in your blog’s dashboard.” However, the header option is not available. But I changed it before. What am I doing wrong?
