How do I change my timezone?

I am trying to change the timezone of my blog. People say to go under general settings, but there is no timezone option there. How do I change the timezone to eastern standard time?
The blog I need help with is: (visible only to logged in users)

The default timezone is UTC time. You can confirm or reset your timezone here > Settings > General. There you select the closest city to you in the same timezone in the drop-down menu and then click “save changes”.
If you are logged in as Admin under the exact same username account that registered the blog this is what you see here

I am having the same problem, the timezone option is not showing up after the tagline under settings > general. Help?!
