How do I change my WP adress to one that was formerly used but is now available?

I want to change my blog’s address, but wordpress keeps telling me that the one I’ve chosen is being used. It was before, but I asked the previous user (whose blog was abandoned) if he could delete it, and he kindly did.
Is the address just temporarily unavailable? If so. How much will I have to wait until it is enabled? If it is not the case. What should I do?

They could have transferred it to you.

Really? It seems unlikely that the address just…ceased existing. There must be a way to retrieve it. I knew there was an option to “set the address free”, but I didn’t think it was the only way to do it, and didn’t think of explaining him all he had to do either.
