You have two separate email address settings at WordPress.com.
http://en.support.wordpress.com/email-address/Blog notifications for the admin (like comment moderation, Likes, new subscriptions, etc) are sent to the email address at Settings -> General in the Dashboard.
Personal notifications (like comments on your post, subscription emails, and upgrade renewals) are sent to the email address at Users -> Personal Settings in the Dashboard.

Well. It is more or less and outright lie then, stating that an email address “Will not be published” since it will be published on every comment I make. This would not be a problem if I were allowed to specify the address that would appear associated with comments.
OR at least the email address would be completely hidden.
The problem here is. I, and I am quite sure, MILLIONS of others would love being able to specify this email WITHOUT having it affect where notices are sent.
WOULDN’T YOU? Wouldn’t you want an option as simple and obvious as HERE: is where I want all my notices to go, and HERE: is the public email I would like to be associated with comments I leave.
Why is that not possible?
Why is this so hard to understand?
What is (the answer is nothing) so hard about implementing that?That should have been a feature from day one. Instead we have to endure a forced separation of two different types of notifications. Which, really, is fine, I suppose.
The real problem is that
A: When a prompt says an address will not be published, that should be true. Can you say “class action suit anyone?” “Hellloooooo???…”
B: Why in perdition’s name, would I want emails from other bloggers to go to the same address wherein I get notification emails that, try as I might, I can not completely turn off?—-*

No, the email is not published. It is visible only to the admin of the blog on which you posted the comment. That is not public; it is not published.
