How do I change the blog title? (the 'Help' instructions lead nowhere)

  I am trying to change the title of my blog. The help pages don’t (help): they tell me that I should follow a route from SETTINGS to GENERAL SETTINGS, but there is no option for GENERAL SETTINGS on my SETTINGS drop-down, so I am completely flummoxed after half an hour of trying to do something which really should be very simple. Please tell me what on earth to do.
