How do I change the header text color?

    WordPress has changed a few times recently, and I keep finding myself unable to figure out how to change the header text color. I read the support article about it, and I understand how to do it, but I can’t GET to that page. I couldn’t get there through the customizer or themes, and I don’t know where else it would be. It’s not very intuitive. Can you guide me through how to get to the page where that is?
